¢º Since the introduction of the OPEN system on April 15,1999, the general public's interest in the site is increasing with some 3,500 visits a day.

¢º Findings from a survey of 1,245 citizens showed that 84.3% (984 out of 1,167 persons) replied that OPEN contributed to achievillg transparency and 72.3% (762 out of 1,055 persons) said that it satisfied their interests.

In making the entire flow of administrative processes public in real time, OPEN is uniquely dynamic. It represents a far cry from the conventional static systems, where final results are presented on-line.
¢º The system requires all the concerned officials to input the date and time when they process each application. No official can delay any case, nor dare make an improper decision.

¢º The free access to the state of application makes applicants feel no need to contact officials or to give express fees, to complete the process.

¢º Domestically, the OPEN system was designated by the central government as an advanced tool for innovative management in the public sector, and all the central government agencies and local authorities have and will continue to emulate the system.
